Annotation:

This scientific article attempts to understand the role of private investment in the financing of public infrastructure facilities, the creation and development of which is an important aspect of the country’s economic growth. The aim of the study is to assess the main directions of development of the public-private partnership (PPP) in terms of financing investment projects for the formation of the country’s infrastructure. Using the methods of factor, comparative and system analysis, the materials of the federal departments of Russia and non-profit organizations helping investments in infrastructure facilities are studied. A significant and growing gap between the required and real volumes of such investments is identified, the need for more active involvement of private investors through PPP mechanisms is noted. The development of mechanisms for attracting private capital to infrastructure is substantiated. The analysis shows that in Russia the distribution of PPP projects is extremely uneven both by the territories and by the levels of government that control the implementation of projects. There is an increase in the accumulated number of PPP projects and investments, while at the same time a decrease in the number of completed projects and the amount of private investment in them. The main problems that prevent more active investment of private investors’ funds in public infrastructure projects are indicated. The prospects for further developments on improving the efficiency of partnership between the state and private business in the implementation of infrastructure PPP projects are outlined. It is indicated that due to the development of financial mechanisms for the implementation of PPP projects, it is possible to ensure sustainable economic development of the country, improve the quality of human capital.
