THE QUALITY OF HIGHER EDUCATION IN THE CONTEXT OF DIGITAL TRANSFORMATION

The concept of quality of education, being fixed in federal law No. 273-FZ “On education in the Russian Federation”, requires a deeper discussion, especially in terms of meeting the needs of an individual or legal entity in whose interests educational activities are carried out. In this context, it is appropriate to keep in mind both the quality of educational outcomes and quality assurance of education. The digital transformation of higher education undoubtedly leaves its mark on a number of guarantees of the quality of education, first of all, on technologies and methods of educational activities and the content of educational programs. Quality management of Russian higher education in the digital economy requires a serious rethinking and updating of approaches. The COVID 19 pandemic, with all its negative consequences for society, has given a significant impetus to the digitalization of education. In the scientific publications of the last three years, analytical studies have appeared on changes in approaches to quality management of education, revealed during the response of higher education to the realities of the COVID 19 pandemic. The pros and cons of introducing distance learning, online courses, etc. are widely discussed. Less attention is paid to the harmonization of traditional teaching methods with the possibilities of digital transformation. The opinions expressed require further reflection, deepening and generalization. In this article, the trends and problems of quality management of domestic higher education in the light of digital transformation are considered, a number of assessments and proposals are given in order to find a balance between the traditional positive developments of Russian higher education and the necessary actualization initiated by the realities of digital transformation.
