KEY PREREQUISITES FOR THE FORMATION OF A PUBLIC-STATE PARADIGM FOR THE PROFESSIONAL TRAINING OF PENITENTIARY PERSONNEL IN RUSSIA (IN THE LAST THIRD OF XIX AND THE FIRST DECADE OF XX CENTURIES)

Annotation:

This article reveals the authors’ view on the key prerequisites for the formation of a public-state paradigm for the professional training of penitentiary personnel in Russia (in the last third of XIX and the first decade of XX centuries). The authors investigate pedagogical historical sources: documentary (mainly from the funds of the State Archive of the Russian Federation), narrative (including published and unpublished, as well as archival), journalistic materials, personal records and correspondence, revealing the authors’ private attitude to events, personalities or the official position of the authorities; scientific — dissertation and monographic studies, scientific publications of a pedagogical, historical and legal nature, reflecting the issues of training prison (penitentiary) employees in Russia in the last third of XIX and the first decade of XX centuries. The authors consistently substantiate the final conclusion that all the key prerequisites identified by them for the formation of a public-state paradigm for the professional training of penitentiary personnel in Russia (in the last third of XIX and the first decade of XX centuries) became a natural reflection of the manifestation of both social, economic and legal, and organizational pedagogical events that occurred in Russia in the chronological period under consideration. The authors note that modern Russian pedagogical and historical sciences currently do not have a scientific description of the content of the key prerequisites for the formation of a public-state paradigm for the professional training of penitentiary personnel in Russia (in the last third of XIX and the first decade of XX centuries), which predetermined the choice of the topic, the justification of its relevance, scientific novelty, theoretical and practical significance, and the expediency of its development.
