ENSURING CULTURAL SOVEREIGNTY IS A NEW GOAL OF THE STATE CULTURAL POLICY OF THE RUSSIAN FEDERATION

The main objective of the article is to define cultural sovereignty as a new goal of the state cultural policy of the Russian Federation. In the complex international situation associated with the imposition of sanctions against Russia by the unfriendly states of the collective West, the problem of ensuring cultural sovereignty is of decisive importance as the most important means of implementing national, information and other types of Russian state policy. The article uses the following research methods: dialectical, logical, systemic, structural and functional, cultural and historical analysis, legal interpretation. It is noted that the new culture of “ canceling Russia” proposed by Western civilization is aimed at the destruction of Russian culture, art and education, the use of Russian scientists as cheap labor. This creates threats to socio-political stability and undermines Russia’s national security. The author believes that in order to effectively ensure cultural sovereignty, it is necessary to have a clear understanding of its essence: this is the cultural code of the community, built on a certain value foundation and, as a result, manifested in a special cultural identity of the individual and the social collective. The results of the study can be used in theoretical studies related to the development of scientific ideas about cultural sovereignty. The practical significance of the article is to increase the coordination of the activities of state authorities in the field of cultural policy, to find the optimal set of forms and methods to ensure cultural sovereignty, including in the digital environment. The author formulates the definition of cultural sovereignty and comes to the conclusion that it is the most important condition for ensuring the spiritual security of the country.
