USING CHINA’S EXPERIENCE IN REFORMING RUSSIA’S NATIONAL INNOVATION SYSTEM

Annotation:

Currently, the Russian Federation is facing a large number of sanctions from Western countries, which have largely affected the scientific and technical sphere. Foreign investment has significantly decreased, access to important components and technologies that came from abroad and are necessary for technological development has ceased. In this regard, we had to accelerate the transition from catch-up development to import substitution based on our own strength, and there was a need to rebuild the national innovation system (NIS) taking into account new realities. When rebuilding the NIS of Russia, it makes sense to use the experience of countries that, at one time, also faced the process of isolation and sanctions, but successfully overcame all difficulties, so this article aims to study the experience of China and see what features of Chinese policy in the field of rebuilding the NIS can be transferred to Russia. Both countries have a lot in common: a significant role of the state in the formation of a national innovation system, transition from catch-up development to self-reliance, common problems, associated with low labor productivity, poor development of technologies in the field of sustainable development. Taking into account the good political and economic relations between our countries, China’s experience is the most relevant as an example for reforming the NIS of Russia. Russia can learn from China how the “hybrid” regime for regulating NIS with the active participation of the state successfully functions, how the problem of “personnel leakage” can be efficiently solved, how the foreign experience can be used in the newly created enterprises with the participation of the state, and how to successfully develop the patent system.
