Annotation:

The article is devoted to the study and analysis of the experience of organizing the financing of education in Russia and abroad. The relevance of the topic is due to the fact that the level of economic development of the country is directly related to the training and availability of highly qualified personnel in the production and non-production sphere. The topic is especially relevant in view of the announcement in 2023 of the abandonment of the Bologna system of education in Russia and, in this regard, its inevitable transformation in the near future. The object is the expenditure of the state budget on education. The subject is financial, methodological aspects of the formation, evaluation, optimization of state budget expenditures on education. Special attention is paid to the analysis of the financing education in Canada, which demonstrates the most impressive results in education. As a result of the work were proposed directions for improving public financing of education in Russia on the basis of the study of foreign experience. The proposals have a practical orientation. It is necessary to fundamentally change the system so that all participants in the educational process have a desire to take actions that improve the field, to create conditions in which teachers will be enthusiastic about teaching by reducing the bureaucratic burden on them and increasing incentives for the creative component of the work in the form of an extensive system of grants from the federal budget, so as not to increase the burden on the regional budgets.
