REALIZATION OF THE ECONOMIC INTERESTS OF THE UNIVERSITY: AN INNOVATIVE APPROACH AT THE REGIONAL LEVEL

The article reveals the essence and role of economic interests of economic entities, one of which is a regional university. The economic interest of the university in the region is the interest of an economic entity. The personnel is concentrated inside the university as an economic entity. A component of the personnel is an individual whose personal qualities are aimed at fulfilling their own needs, filled with abilities of various kinds. Under the influence of the collective, a person is formed as an individual, whose interests acquire versatility and originality. As a result, a community of individuals is formed, capable of organizing and executing actions, which is the economic system of management. The paper considers the dynamics and direction of the evolutionary process of the interests of a regional university, where it is determined that the development of the system of economic interests has undergone significant changes. The system of interests is complemented by public interests, group and personal interests. In the process of evolution, there is a predominance of proprietary relations. These statements allow us to conclude that the system of economic interests of the regional university is on the way to positive dynamics of development. Under the influence of external factors and internal transformations of a regional university, the authors have identified a system-forming relationship of interests and goals of a regional university in Russia. The analysis of the innovative development of the subjects of the Russian Federation is carried out, on the basis of which the rating monitoring is compiled. On the example of the Tambov region, the indicators of scientific activity are studied. The constraining factors of the realization of the economic interests of the university from the position of an innovative approach are identified, the negative consequences of which can be reduced and eventually eliminated by improving the innovation policy of the region, as well as by stimulating innovation activity on the part of state bodies.
