The article highlights the transformation of the public
administration system in the Russian Federation since 1993.
The evolution is traced from the consolidation of the new division
of branches of government in the Constitution and the formation
of federal executive bodies to the stages of administrative reforms
in the early 2000s and the rapid technological development
of the 2010s. Special attention is paid to the challenges faced
by state and municipal managers during the COVID-19 pandemic
and in the context of the special military operation on the territory
of Ukraine they clearly demonstrated how versatile
the competencies of a modern civil servant should be.
The current problems of personnel training in the direction
of 38.03.04 “State and Municipal Administration” are analyzed,
significant contradictions are identified. Among them
are the predominance of theoretical training over practical
training in educational programs, the lack of managerial skills
among graduates of this profile in comparison with graduates
of the Management programs, as well as the marked obsolescence
of educational cases. Educational programs often do not
keep up with the real tasks of government agencies, including
issues of digitalization, the introduction of AI, environmental
and information security.
Based on the analysis of scientific works of Russian
researchers and modern requirements for civil servants,
the need to expand the set of competencies of future managers
is substantiated. It is proposed to integrate the formation
of leadership, entrepreneurial and strategic skills
into educational programs — this will allow graduates to
work more effectively in a team, implement lean technologies,
launch projects of different levels, think strategically
and evaluate long-term trends.
The concept of the Civil Servant 2.0 program is presented
in the framework of the study. It involves the inclusion of mo-
dules on leadership and entrepreneurship in the educational
process, the organization of project work with government
agencies based on real cases, conducting simulation trainings,
developing partnerships with businesses and social organizations,
as well as the creation of interdisciplinary public administration
laboratories.
The theoretical significance of the work lies in the systematization
of modern approaches state and municipal administration
personnel training. The practical value lies in the possibility
of testing the proposed model in Russian universities —
this will help improve the quality of training for civil servants
and facilitate their adaptation to the workplace. |
