This article examines the social and cultural
aspects of preparing pedagogical personnel with higher qualifications
in Russia and China. The study aims to conduct a comparative
analysis of the two national educational models across
several key parameters: ideological and value foundations,
cultural context of professional training, mechanisms of state
support, and academic mobility systems. Based on this analysis,
recommendations are formulated for the development of bilateral
educational cooperation.
The research draws on a comparative analysis of legislative
documents, statistical data, and academic publications from
2018-2023, as well as a survey of pedagogical practitioners.
The methods employed include content analysis, systemic
approach, and cross-cultural comparison.
The findings indicate that the Russian model focuses
on developing the teacher-researcher, with an emphasis on critical
thinking and multicultural competence, while the Chinese
model is oriented toward training specialists for technological
leadership within collectivist and Confucian value frameworks.
Between 2018 and 2023, the proportion of doctoral thesis
defenses rose by 15% in Russia and by 25% in China. The proportion
of research projects involving international participation
stood at 43% in Russia and 61% in China. The differences
identified are due not only to organizational mechanisms but
also to the socio-cultural context of each country. If we examine
the situation in greater detail, the gap between the two countries
in the growth rates of the number of PhDs (25% in China
versus 15% in Russia) and in the degree of internationalization
of scientific research (61% in China versus 43% in Russia)
is more a reflection of two different socio-cultural approaches
to training personnel than a result of differences in the volume
of resource investment.
The findings of this study can be utilized in the design
of joint educational programs and the improvement of academic
mobility mechanisms within the framework of Russian-Chinese
cooperation. |
