The development of the creative economy in the Russian
Federation is accompanied by an increase in the importance
of support mechanisms for creative industries, including
through grant competitions, acceleration programs and awards.
This makes it important to develop methodologies for peer review
of projects. For Khanty-Mansi Autonomous Okrug – Yugra, creative
industries act as a tool for economic diversification, cultural
heritage capitalization and regional branding. However, existing
approaches to project evaluation are fragmented, insufficiently
account for the strategic priorities of the region, and do not ensure
comparability of results through competitive mechanisms. Based
on the analysis of national and regional competitions, awards
and nominations, the article proposes an integral methodology
that includes three blocks: the cultural environment, the economy
of the region and public opinion. The methodology combines
quantitative and qualitative methods, contains ten criteria with
industry-specific sub-items and weighting coefficients, allowing
calculation of an integral success index. The principles of forming
an expert commission are substantiated, and a three-stage
assessment procedure with adaptable coefficients depending on
project type and stage is described. The scientific novelty lies
in the development of an original integrated methodology
for evaluating creative projects, focused on the strategic priorities
of Yugra and accounting for the cultural heritage of indigenous
peoples of the North. The practical significance of the work lies
in the possibility of applying the developed recommendations
by both government officials and experts when evaluating projects
to improve their quality, as well as by creative teams when
preparing applications and strategic planning. |
