REGIONAL ASPECTS OF ASSESSING PROGRAM-TARGETED REGULATION OF AGRICULTURE

| Annotation: | The study is devoted to the methodological generalization of tools for regulating and supporting agricultural development in the Krasnodar Krai. The article analyzes the organizational and functional characteristics of the main program-targeted documents that determine the strategic development of agricultural sectors. Factual data are systematized to characterize the financial provision of regional state support for crop and livestock production, taking into account the total amount of budget subsidies allocated for the implementation of program-targeted measures. The organizational hierarchy of interaction between regional bodies of state regulation of agricultural development is considered in relation to the dynamics of budget consolidation of expenditures for supporting agricultural producers of all forms of ownership. Special attention is paid to the importance of comprehensive state support for rural development, since the infrastructural development of rural areas acts as a strategic basis for the effectiveness of organizational transformations and the program-targeted management method. The article provides an economic description of the effectiveness of improving program-targeted regulation at the local level, based on the actual data on livestock production and strategic directions for its growth using the example of a large agricultural enterprise in the Krasnodar Krai, Breeding Farm named after V. I. Chapaev PJSC. Based on an analysis of the company’s financial condition and growth potential, strategic directions for regional support for the modernization of the organizational environment of industrial relations based on lean production tools and digitalization of basic technological processes are proposed. The importance of active state support for industrial cooperation processes is indicated, which contributes to the formation of more stable competitive local production systems in agriculture, which significantly increases the effectiveness of budget support within the framework of regional programtargeted regulation. In conclusion, the main problematic aspects in the organization of programtargeted regulation of agricultural support in the Krasnodar Krai and promising areas for the strategic development of local production systems in agriculture using lean production technologies, digitalization and active government support for industrial cooperation are described. | ||
