The article has reviewed one of the critical socio-economic problems of the modern society – the availability of housing for the population. Methodological bases for calculating the index of housing availability (HAI) have been examined; a survey of existing foreign and domestic valuation methods of housing availability index has been performed. Additionally, the deficiencies the method used in the Housing Program have been investigated; and the dynamics of this indicator for the Kuznetsk Basin in the period of 2000–2009 has been provided. The author’s method of determining the real index of housing availability has been proposed and tested on the example of calculation of HAI for the population of the Kemerovo region. The comparative analysis of two methods has been performed and conclusions have been provided.
