The article is devoted to the problems of economic efficiency and social justice in the health care. These issues are examined in the context of the contradictions between the institutions regarding formation of private and public goods. Effects of public funding of social services as a residual have been analyzed. Problems of improving the system of compulsory medical insurance and support of the most important areas of medical care have been reviewed. Social contradictions in providing medical services in the conditions of substantial under-funding of the industry and rising of the household expenditures for medical care have been analyzed.
