HOW CAN THE PUBLIC-PRIVATE PARTNERSHIP ON THE POWER VERTICAL BE BUILT? THERE ARE STILL MORE QUESTIONS THAN ANSWERS

The article examines the formation and development of legislation and regulatory-legal documents for implementation of PPP projects at the regional level. Application of mechanisms of the public-private partnership is able to attract private capital and effective governance models in implementation of infrastructure projects of the Federal and sub-federal level. The authors note that the greatest prospects, both in terms of number of implemented projects and the real impact on the quality of people’s life, has the institution of municipal and private partnership. Involvement of private partners will greatly enhance the management of various areas of municipal economy because investors in PPP-projects are not only money, but also certain competencies and technologies, which will help creating a high quality urban environment in dozens of Russian cities.
