THE ASSESSMENT OF THE EFFICIENCY OF HUMAN RESOURCES USE IN THE ELECTRIC GRID COMPANIES ON THE BASIS OF BENCHMARKING

Annotation:

The article deals with some problems of comparative analysis of indicators that reflect the efficiency of the human resources use in the power grid companies. The importance of identifying the best practices in terms of personnel management in the framework of implementation of the strategy of development of the electric grid complex of the Russian Federation is noted, as well as in order to resolve the issue of accounting for staff costs in the tariff for electric power transmission. As a result of the analysis of the official reporting data of three electric grid companies operating in comparable natural and climatic conditions, it is concluded that it is impossible to obtain a correct idea of the best practices in the part of human resources management without the use of additional statistical and descriptive information. The examples are given to confirm the need to study the parameters of the organizational structure, key business processes of power grid companies, compare several economic indicators, as well as indicators that reflect the technical characteristics of their activities, in order to obtain a reliable idea of the differences/similarities of parameters in the part of personnel management and determination of the best values of indicators reflecting the efficiency of the use of human resources. A list of indicators for benchmarking of electric grid companies in terms of personnel management is proposed. At the same time, such directions of benchmarking as «Technical characteristics», «Transmission of electric energy», «Technological connection to electric grids», «Personnel» are allocated. As a prerequisite for benchmarking, a comparison of the correct source data is considered, and it is noted that further study of the problem may be related to the collection, processing and analysis of the data according to the proposed list of indicators, as well as its adjustment, if necessary.
