DEVELOPMENT OF THE ALGORITHM OF INTERACTION OF PARTICIPANTS OF IMPLEMENTATION OF THE COAL METHANE RESOURCES DEVELOPMENT PROJECTS ON THE BASIS OF THEIR INTERESTS BALANCE

Sustainable development of the industry of extraction and use of coal bed methane is largely dependent on how aligned are the interests between the government and the companies participating in development projects of gassy coal seams. The interests of the participating companies are expressed by direct economic and indirect economic and non-economic effects: the economic effect of improving the use of the front of mining in coal mines; the economic effect of reducing methane emissions; the economic effect of reducing the accident rate associated with methane explosions; the economic effect of reducing the costs of previously conducted degassing; the effect associated with the involvement in the turnover of additional volumes of gas and its products directly in the coal mining areas; the effect associated with the growth of scientific and technical potential; the effect of improving the image of enterprises. The national government and regional authorities are interested in involving additional gas resources in economic circulation, reducing accidents and injuries in coal mines; increasing employment in the work area; improving the environmental situation as a result of reducing methane emissions into the atmosphere; tax revenues from gas and coal mining and processing activities. The article presents an analysis of options of development of the gas-containing coal seams, direct and indirect economic effects from the extraction and use of coal methane are identified, an algorithm of interaction of participants in implementation of the projects of development of the coal methane resources is developed taking into account the balance of their interests. The developed algorithm will allow the companies and the state to make justified strategic decisions on development of the coal methane resources.
