DEVELOPMENT OF THEORETICAL APPROACHES TO CREATION OF BUSINESS MODELS OF THE SECTORAL AND TERRITORIAL INNOVATIVE CLUSTERS

Annotation:

One of the ways of ensuring successful innovative development recognized in Russia and abroad is the organization of the special sectoral and territorial or territorial cross-industry informal associations focused on design and development of production of hi-tech production in the key directions of new technological ways — innovative clusters. Methods of their organization vary depending on the degree of familiarity of the basic platform for accommodation of residents of a cluster, their branch accessory, the status of the anchor organization around which they concentrate, of the list of participants, and specifics of the technologies realized for achievement of the goals of creation of a cluster. The main principles – ensuring existence in the list of participants of a cluster of elements of a so-called threefold spiral are invariable: research organizations and higher educational institutions, industrial enterprises (business) and authorities and the state support of cluster initiatives. In domestic conditions the practice of creation of the sectoral and territorial innovative clusters (STIC) on the basis of association of the opportunities given by the legislation on special economic zones of technology development type and the theory of cluster development has good prospects. In the article the author’s approach to formation of a business model of such clusters is stated, accents between ideas of researchers and practicians of mission, the purposes and problems of STIK are placed.
