The state policy in the field of promoting employment is of paramount importance in the socio-economic development of the constituent entities of the RF and the country as a whole. In this context, active measures of state employment policies, consisting in the active creation of new jobs, training of the unemployed in current specialties, etc., will increase the competitiveness of the workforce and demand, as well as significantly improve the country’s macroeconomic indicators: GDP, industrial production, increase in budget revenues all levels, increasing employment. And vice versa, reducing state participation, or implementing ineffective, ill-conceived employment policies, or implementing passive policies, will contribute to the emergence of negative trends, such as an increase in the budget burden for supporting the unemployed, an increase in the level of poverty, and a decrease in the qualitative and quantitative characteristics of economic development. The current situation in the domestic labor market and especially in certain regions, in particular the republics of the NCFD, actualizes the need to reduce the scale of passive support measures for the unemployed and significantly increase active measures. This is necessary so that the processes occurring in the labor markets of the subjects of the NCFD have a tendency to reduce tensions in this area, the migration outflow of the population and a significant increase in the number of employees. The solution of this task requires the search, determination and implementation of organizational, economic and methodological directions for improving the system of promoting employment.
