Annotation:

The aggravation of the problems of depletion of natural resources and environmental pollution, which is characteristic of the current stage of world development, requires the development of adequate and effective measures to achieve the goals of environmentally friendly development. The differentiation of measures depends on the ecological and economic state and the peculiarities of the development of the regions. The purpose of this study is to develop a methodological approach for the integrated assessment of the level of ecological and economic development of various regions. The construction of matrices for the integrated assessment of the level of ecological and economic development of regions is the basis of the methodological approach. Comparison of the level of economic development and the effectiveness of environmental policy is the basis for building a matrix of ecological and economic development of regions in a particular year. To build a matrix of changes in the ecological and economic development of the regions for a selected period of time, the authors use a special assessment scale for changing the place of the region in the group. For ranking and grouping regions, the authors use an adapted hierarchy analysis method and a number of specific indicators (per capita, per unit area, and per 1,000 rubles of GRP) in areas that include an assessment of the ecological status, an assessment of environmental protection costs and an assessment of the level of economic development. The advantage of the approach is the use of state statistical reporting data in the calculation of specific indicators. Practical calculations use data from 80 constituent entities of the Russian Federation. The developed methodological approach allows a comparative environmental and economic analysis of various regions, their ranking, the identification of positive and negative trends in the regional ecological and economic development, as well as the identification of the “best” and “worst” regions. In the future, this approach can be used to assess the level of environmental and economic development of transboundary regions characterized by complex environmental and economic interactions.
