EVOLUTION OF LEGAL REGULATION OF LABOR AT THE LOGGING OPERATIONS AFTER 1917

Annotation:

Workers of the logging operations — individuals who are directly employed in the process of logging operations — is a category of workers that differs from those employed in other sectors of economy by significant features of the legal regulation of labor. These features are caused by specifics of the logging operations, existence of harmful and dangerous factors of the working environment and labor process, etc. In this regard, it is interesting to trace development of legal regulation of labor of the logging operations’ employees in the historical context. Until 1917, the legal regulation of labor in the lumber camps differed significantly from the regulation of the labor of other workers in the forest industry. Three groups of such workers can be distinguished depending on the specifics of the legal norms governing their work: 1) labor of workers of woodworking plants and factories was governed by the general norms of factory legislation; 2) labor of loggers was governed mainly by the norms of customary law (state-sanctioned unwritten legal customs); 3) labor of workers employed in handicraft industries related to the processing of wood was governed by the norms of civil law. After the revolution of 1917, the legal regulation of labor in general, and workers in logging, in particular, has undergone fundamental changes. It seems a relevant scientific task to study the nature of these changes, introducing into scientific circulation the results of comprehensive analysis of the legal norms that determined the labor-legal status of logging workers in the period from 1917 to 1980s of the XX century.
