ANALYSIS OF REGIONAL PROBLEMS OF ADDITIONAL PROFESSIONAL EDUCATION DEVELOPMENT OF ROSTOV REGION

In the context of carried out scientific research, development of continuing vocational education is examined as one of the tools for implementing the goals currently set by the society and the Russian government in the field of education. The primary goals are allocated. The importance of developing a system of support of the lifelong education, which is associated not only with satisfaction of the educational and professional needs of the individual, but also with the mechanisms of forming the regional economy, was emphasized. Features of arrangement of the education system in the Russian Federation are studied. The types of continuing education for personnel training are considered. The regional system of vocational training is divided in groups. The main properties of additional vocational education are identified within the system of continuous education for the companies rendering educational services. Individualization of professional development profiles, flexibility of qualification frameworks set the task of updating the system of additional professional education as the key area of the “lifelong education” development in the ever-changing conditions of professional activity. A statistical analysis and assessment of additional professional education in Rostov region from 2012 to 2018 is presented in order to reduce risk and uncertainty in solving tactical and strategic tasks of developing the additional education of the selected region. Research resulted in detection of the tendency to reduction of the number of experts of professional education in the total number of employees of vocational educational institutions, which train qualified workers and employees. Besides, the main problems of development of additional vocational education are allocated and analyzed for the region under consideration.
