An important role in the formation of smart cities is played by digital technologies that provide significant prospects and opportunities for interaction and cooperation. It is shown that modern digital technologies act as a driver of transformations in most areas of human activity and are a powerful tool for creating transformations in an urban environment. The article is devoted to the analysis of the development of institutions of a smart city in the formation of a digital society and their classification based on model 7I. The paper presents an analysis of the main approaches to the classification of economic institutions, their features in the study of socio-economic systems of different levels. The study notes the importance of institutional support for the digitalization of the urban environment as the main factor in the development of a smart city. It is noted that the formation of a smart city takes place in several stages (model 7I): the formation of urban engineering infrastructure (Infrastructure); the generation of initiatives for the development of a smart city, the creation of strategies, plans, design projects (Initiatives); formation of communication systems (Intranet); data integration on common digital platforms (Integration); development of user interaction tools and technical systems (Interfaces); creation of innovations (Innovations); the use of innovation in various areas of the smart city (Implementation). Each of the stages is accompanied by certain practices, as well as specific projects. The practical implementation of this model is manifested in the creation of modern cities, representing the conditions for improving the quality of life of citizens, reducing the environmental burden on the environment and achieving other socio-economic effects.
