DEVELOPMENT CORPORATION AS AN INSTRUMENT OF INTERREGIONAL PROBLEMS REGULATION (PROVIDING BAIKAL NATURAL TERRITORY AS AN EXAMPLE)

Annotation:

The article examines the problem of state regulation of territories located in the boundaries of more than one Russian region. The Baikal Natural Territory (BNT) located within Irkutsk oblast, Buryat Republic, and Zabaykalsky krai provides a suitable case study in this respect. Given the fact that Lake Baikal is the natural object of international importance the issues related to the protection and development of the BNT are regulated on the federal level. Federal laws limit the types of business activities allowed on BNT, which significantly affects the quality of life of the population living on that territory. The main institutional mechanism for social and economic development regulation of the BNT is the federal government commission on Lake Baikal protection. The Commission includes representatives from Federal Ministers and authorities of three Russian regions sharing Lake Baikal. However, the issues of social and economic development of the BNT as well as the standards and quality of life do not receive enough attention. This article identifies alternative organizational mechanisms for social and economic development regulation on the BNT. These include creation of the interregional coordinating office based on ecological and economic departments of Irkutsk regions, Buryat Republic, and Zabaykalsky krai; creation of the state corporation on the BNT development; creation of the development corporation based on public and private partnership with the participation of the main stakeholders of the BNT development. The author of the article analyzes these organizational mechanisms, underlines their strengths and weaknesses and provides evidence for the advancement of the corporate model of management.
