Annotation:

The article discusses four main issues related to the concept of clusters. First, there are differences in the definitions of clusters and related concepts. It highlights the theoretical benefits of clustering firms and related entities, as well as the risks associated with cluster support policies. It then examines the role of clusters in the context of globalization, as the changing nature of value chains affects how clusters and regional economies develop. Finally, the article explores the challenges of moving from the theory behind clusters to the role that political, scientific, and social structures can play within the cluster model. The purpose of the article is not to return to the theoretical debate about definitions, but rather to understand why in practice there is an interest in creating cluster formations at different scales again and again. Various programs use a number of cluster-type definitions and approaches, but they are based on general assumptions about the value of agglomeration of firms and the importance of combining people, skills and knowledge at the regional level. The authors of the article decided to study foreign experience in the creation, development, research and evaluation methodologies of cluster structures in order to be able to apply them later in relation to regional network structures in the Russian Federation as well as in designing programs that take into account a wide range of cluster types or focus on those clusters that can help to achieve the set goals.
