The introduction of digital educational resources in all spheres of our life is constantly increasing, and the education is not an exception. This article is dedicated to the description of existing digital educational tools and resources, and first of all, from their functionality point of view. However, the purpose of this study was not only to review and analyze the existing and widely used digital educational platforms, designed to provide the high-quality online educational process in order to achieve the proper level of students’ competence according to the educational and professional standards, but also to achieve the practical result to design a prototype of digital platform for foreign language teaching of cadets in St. Petersburg University of the Ministry of Internal Affairs. The analysis of domestic and foreign literature showed that despite the existence of a huge number of digital educational resources, the level of their introduction into the educational process is very low; the content and the functionality are limited and so specific. So this proves once again the need for constant improvement of the electronic educational environment, as well as the improvement of the digital competencies of teachers.
