VALUE BASIS OF EDUCATION IN THE CONTEXT OF COMPETENCE‑BASED APPROACH

The article analyses teleological reorientation of the higher education system in the Russian Federation from ensuring graduate competitiveness in the world labor market to the realization of domestic national interests demands urgently in the process of training specialists in higher education to form those universal competences along with the formation of professional ones that ensure labor function performance which will make it possible to educate a specialist who shares the fundamental values of Russian society. The analysis of the current federal state educational standards of higher education demonstrated that the universal competences provided for by the educational standards, in terms of their list and content, are in a certain methodological contradiction with the goal of forming an education system which meets national interests in connection with the change of the value basis of educational activity. The author came to the conclusion that, in fact, the list, structure and content of universal competences, which are aimed at the formation of meta-professional personal qualities, do not in many respects correspond to the goal that the national higher education is facing, and need to be revised. The essence of the overdue reform lies in the expert assessment by the pedagogical community of the value basis of universal competences and the need for normative consolidation — in the federal state educational standards — of society’s demand for highly qualified personnel capable of labor activity in the interests of Russian society and the state.
