Annotation:

This article is devoted to the analysis of the normative and legal aspects of managing consumer behavior under sanctions. The subject of the study is the responsible behavior of consumers in the context of sanctions. It is well known that consumer behavior varies depending on the state of the economy, as well as other factors. Currently, under the influence of sanctions, the growth of the exchange rate and the withdrawal of a large number of foreign companies from the Russian market, consumer behavior has changed quite a lot. The article presents an overview of the normative and legal aspects of economic regulation and considers the peculiarities of ensuring the socio-economic rights of Russian citizens under sanctions, which made it possible to determine their impact on consumer behavior. It was found that the consumer basket of Russians in the conditions of toughening sanctions has changed in the direction of increasing demand for domestically produced goods. The changes in the Russian market caused by the sanctions also affected the business community, which led to higher prices. The scientific novelty of the study lies in the fact that the author analyzes measures that can stabilize the state of the national economy, as well as the position of Russian citizens and businesses. As a result of the analysis, an optimal legal model for countering sanctions is identified, which will also regulate the consumer behavior of Russians. On the basis of the study a number of recommendations are formulated, which consist in stimulating the development of enterprises through introducing the institute of compensation for the costs associated with advertising promotion; providing self-employed persons with tax vacations to compensate for the costs of activities; considering foreign experience in terms of price containment and methods of price regulation.
