Annotation:

The article discusses the features of self-regulation in the context of the transition from state regulation to the transfer of control and supervisory functions to self-regulatory organizations. The authors analyze the specifics of the modern concept of development of the institution of self-regulation in Russia. In the course of the study, the tasks of considering the institution of self-regulation, statistics of legal regulation of the activities of self-regulatory organizations, reviewing the verification of the availability of material registers of self-regulatory organizations before users were solved. The authors substantiate the importance and value of the institute of self-regulation in modern conditions. On the basis of the comprehensive analysis carried out, the most promising directions for the development of the institution of self-regulation in Russia were identified. They also highlight factors that prevent the exclusion of the institution of self-regulation and the formulation of proposals for the neutralization of their research. Emphasis is placed on the importance of establishing and maintaining partnerships between business entities and government institutions. The authors consider such main problems in the field of self-regulation as the fragmented nature of normative regulation; a large number of legal norms governing the interaction between self-regulatory measures; insufficient understanding by market participants of the importance of self-regulation. To eliminate the existing shortcomings, several potentially possible ways are proposed, among which are the recognition at the legislative level of self-regulatory organizations as full partners; reducing the list of public functions to control various types of entrepreneurial and professional activities; allowing the use of all permissible ways to ensure the material responsibility of members of self-regulatory organizations.
