Annotation:

At present, scientific and technological development is intended to become the main driver of the country’s development. For the successful implementation of the country’s development plans, many institutional, organizational and infrastructural mechanisms have been developed to support high-tech industries. The main scientific and high-tech centers are located in large cities; however, small towns with pronounced scientific or high-tech specialization make a significant contribution to the innovation process. Therefore, small towns with high scientific and technological potential are of particular interest for research. One of the main values for conducting scientific research and creating high-tech products is highly professional personnel. Recently, the centers of excellence located in the territories of small towns have been experiencing a shortage of highly qualified personnel. In this paper, the concept of creating a sustainable system of training and staffing centers of excellence located on the territory of cities of science and high technologies is considered. The main factors influencing the level of return of specialists are considered. A mathematical model of personnel movement is constructed and the impossibility of providing personnel with centers of excellence without the use of special tools is substantiated. A system of staffing centers of excellence is proposed, consisting of an operational unit that allows attracting ready-made personnel from the market and professional retraining to solve current tasks, as well as a strategic unit whose activities are aimed at creating conditions for obtaining vocational education and returning citizens after training to the city enterprises. The author’s works substantiate the sustainable development of small towns of science and high technologies by creating a self-developing innovative ecosystem of the city. In this paper, as a basic educational element of a self-developing innovation ecosystem, an innovative educational center is proposed that unites all levels of education in the city and provides an educational elevator from the pre-school stage to a ready-made high-level specialist.
