Annotation:

It is shown that the use of complex land reclamation helps to prevent water erosion and deflation, improve the quality of water resources and economic fertility of soils, but at the same time such important issues as reducing the anthropogenic load on natural systems, increasing biological diversity and improving the ecological sustainability of landscapes are not being solved. Our research shows that an important role in the joint solution of environmental and socio-economic problems is played by the complex arrangement of territories, which includes optimizing the structure of land use and developing integrated land reclamation. Objective: to develop a new methodological approach to substantiating the efficiency of investments in the integrated development of territories, ensuring the socio-economic and environmental security of Russia. The work uses a socio-natural approach to the study of economic and natural processes and modern methods of investment efficiency. A new methodological approach has been developed to substantiate the efficiency of investments in integrated development of territories, taking into account the diversity of climatic, socio-economic and environmental conditions of natural landscapes and agricultural landscapes, as well as the level of anthropogenic load on them. The methodological approach to substantiating the efficiency of investments in integrated land development has been tested on the example of the Central Federal District. The results of the research can be used in the development of federal and regional programs for the integrated development of territories, the development of agriculture and the reclamation complex. The necessity of transferring arable land (with slopes over 5°) and abandoned lands to hayfields and pastures and increasing land productivity through the implementation of a complex of reclamation measures is substantiated
