THE IMPACT OF TECHNOLOGICAL CHANGE ON SOCIAL AND LABOR RELATIONS

Annotation:

The development and proliferation of new technologies leads to the spread of non-standard forms of employment (NFE). Non-standard forms of employment are characterized by short-term labor relations and by the organization of work through IT technology. The proliferation of such forms of labor relations leads to the emergence of a gig economy. This process leads to the growth of precarious employment, in which workers are losing some of their labor and social rights. This leads to social polarization, as well as to a slowdown in economic growth. The purpose of this article is to determine the impact of new technologies on changes in social and labor relations; to identify the role technology plays in the spread of NFE, the growth of precarious employment, and the resulting social polarization. Different approaches to the definition of precarious employment are considered. It is noted that precarious employment is characterized not only by the presence of NFE, but also the occurrence of adverse consequences for the worker in the form of forced loss of labor and social rights. It is revealed that the spread of NFE is a characteristic of the modern economy. The concept of gig economy is considered. A short overview of the structure of gig economy is presented. It is illustrated how the development of technology affects the spread of NFE and how it leads to the formation of gig-economy. It is stated, that there are four main macro factors that are contributing to the spread of gig-economy and NFE: technological capabilities, education system, digitalization and globalization, demographics changes (aging and birth rate slowdown). It is found that the main cause of the adverse effects of the ongoing changes lies in the inefficient system of distribution of in-demand knowledge and skills.
