IMPROVEMENT OF THE PLANNING SYSTEM AS THE REQUIRED CONDITION OF SUCCESSFUL INTEGRATION OF RUSSIA INTO THE WORLD COMMUNITY

The article has demonstrated the necessity of development of the Russian society development strategy scientifically justified and recognized by the scientific community. While deve­loping the nation-wide strategy the specificity and peculiarities of development of the individual entities of the RF should be taken into account; the enhancement of economic, cultural and social connection of the territories should be stimulated. Due to Russia’s joining the World Trade Organization it is required to develop the system of federal and regional target programs considering and rationally using the specificity of each type of agricultural activity in the region. Besides, the new mechanisms of implementation of the state support of agriculture and rural settlements development are required, which have been used in the developed countries for a long time.
