PARTICIPATION OF THE REGIONS IN THE FEDERAL LAW-MAKING AS THE FORM OF THE CONSTRUCTIVE COOPERATION IN THE PROCESS OF THE FEDERAL LAWS MAKING

Article is devoted to the problematic issues of the participation of the legislative authorities of the Russian Federation in the federal law-making process. The efficiency of the legislative process in the federal state depends on the providing interests of the state as a whole and its entities. At the regional level, the acute social problems are detected faster; the shortcomings and gaps in the legislative regulation of social relations are identified earlier. Proposals for improvement of the mechanism of agreement of the bills with the entities of the Federation are provided by the author.
