Issues of attracting investments by the budgetary institutions for the energy-effective projects

Annotation:

Housing and utilities sector is one of the significant and at the same time one of the most expensive areas of the Russian economics. Low energy efficiency, dependence on the raw materials, low labor efficiency definitely stimulate innovationinvestment activity. In SBEI SVT (State Budget Educational Institution of Secondary Vocational Education) Volgograd Civil Engineering Technical School energy conservation measures have been developed to optimize the energy costs but these activities can’t be implemented for the following reasons: – budget targeted subsidies are insufficient; – the legal status is not given to the residential facilities – they are not transferred to the specialized housing stock (hostel); – there is no project for renovation and overhaul of buildings and structures.
