Features and conditions of functioning of financial management of the general government sector

The article details the basic trends in the general government sector. The features of financial management in the general government sector are identified, among them: a) failure to achieve social efficiency within the non-program approach; b) the main purpose is effective fulfillment of the commitments and implementation of imputed functions. The required and sufficient conditions for the maximum efficiency achievement are proposed on their basis, namely: a) a clear statement of a limited list of functions of the general government sector authorities and attachment of their performance efficiency to the imputed functions; b) forming of a circle of decision-makers within each program, in the context of the program activities and trends.
