| Annotation: | The article examines necessity of establishing the system of strategic planning and management at the regional and municipal levels. The research analyzes the issues of competitive processes development at all levels of economic systems interaction, which affect both regional and municipal entities. The problems of environmental factors impact are underlined, which results in the conclusion about development of the strategic planning system, search for competitive advantages of regional and municipal areas. Solution of the problem of balancing the economic conditions of development of all regions is proposed for the purpose of effective use of resource potential and creation of jobs for rural population and, therefore, for recovery of the lost food safety of the country. |
