DEVELOPMENT OF CULTURAL ACTIVITIES IN THE REPUBLIC OF MORDOVIA

Annotation:

The article analyzes the level of development of cultural activities in the Republic of Mordovia in 2007—2014. The following trends in the area of culture are identified based on the theory of ‘price disease’ by W. Baumol and W. Bowen: labor productivity is slowed down, independence of wage dynamics from labor productivity; ticket prices of the cultural institutions are higher than the consumer prices; growth of specific revenue shortage of cultural institutions. The conclusion is made that the decline in development of the culture is significantly specified by inefficient spending of budget funds; by the lack of identification of the key priority directions of development of the culture; imperfection of the legal-regulatory framework in the field of public-private partnerships, philanthropy and charity; declining of the population effective demand.
