In article questions enhancement of system of personnel development of agricultural enterprises, in particular peasant (farm) holdings, based on competence-based approach. The purpose and the basic concepts of the theory of personnel development are identified. The article offers the analysis of applicability of various approaches to training personnel of agricultural enterprises, competencebased approach is chosen as the main approach. The main method of staff recruitment, assessment and development — model of competences — is reflected. The concretized cluster structure for one of key positions of the similar entity is offered. The model of competences is developed for this position.
