Annotation:

In the modern social and economic conditions the role and importance of the human factor is increasing, and therefore it is impossible not to take into account the laws of human behavior and the related motivation for the effective functioning of any organization, including the state and municipal government bodies. People set certain goals and try to implement them, having the appropriate incentives to achieve these goals. They can be different: for example, the desire to succeed in professional activity, to gain recognition among people, to satisfy material needs, etc. In a broad sense, the motivation can be represented as a process of conscious choice by a person of one or another type of behavior determined by the complex external action (incentives) and internal (motive) factors. Foreign researchers of the science of human resources management have developed a number of technologies for formation of a motivational complex of the state and municipal employees, the use of which can significantly improve the effectiveness of management activities. These technologies are based on the differentiation of motivational complexes of the state and municipal employees into two main categories: positive and negative motivation. Technologies for the formation of motivational complexes in Western Europe and the United States are mainly based on the encouragement for the successful and conscientious fulfillment of professional duties, timely stimulation of success. Japanese motivational school uses a respectful attitude of managers to subordinates, encouraging continued impeccable work and creating teams where there is no staff turnover. The experience of applying foreign technologies to motivate state and municipal employees can be effectively used in Russian management practice.
