THE INFLUENCE OF THE POTENTIAL OF THE HUMAN CAPITAL FORMATION ON THE ECONOMIC CONDITION OF AGRICULTURE

Annotation:

Agriculture is one of the largest sectors of the Russian economy. However, economic reforms in Russia led to transformation of agriculture, to a systemic crisis that affected the economy of the agricultural sector of Russia and related industries, to stagnation in the employment system, to deterioration of the professional and qualification structure of its personnel potential and, in general, to depletion of the human capital and reduction of the quality of the competitive environment of the industry. The agricultural sector was negatively affected by the subsequent financial sanctions imposed on Russia and the announced policy of import substitution in the food sector. In this regard, the problem of formation of the human capital in rural areas is not just relevant, but is put in the category of priorities in the structure of the socio – economic research. This study is aimed at identifying the relationship of economic indicators of organizations of the agricultural sector and the provision of municipal areas with the potential of human capital formation, which will determine the areas with the best performance of enterprises and the potential of the human capital available in the area. In the framework of the study, it is proposed to understand human capital as a set of physical and intellectual capabilities of the individual implemented in the system of economic relations in order to extract income and increase other types of capital in the process of motivated labor. The analysis of the main economic indicators of the agricultural organizations of the Sverdlovsk region and the provision of districts with the educational institutions, revealed a direct dependence of the economic state of agriculture on the potential of the human capital formation. Thus, according to the studied groups of agribusiness management, the following dependence can be traced: the higher the potential for the formation of the human capital of the territory, the higher are the economic indicators of its agriculture.
