Annotation:

The article examines the main aspects of the legal status and legal regulation of the activities of the meetings administrator of the South Dublin County Council on the basis of the study of original Irish sources (works by well‑known scientists and practitioners, legislative and municipal legal acts, documents accompanying the activities of local authorities). The choice for the study of the county of South Dublin is due primarily to the fact that it is dynamically developing, pursuing in accordance with its current corporate plan the goal of becoming “the best place for living, working and doing business” and is one of the last in time creation. The institute of the meetings administrator of the local government, introduced on the basis of the Local Government Act 2001, represents one of the features of the Irish model of local government. The article pays the necessary attention to the disclosure of the rights and duties of the meetings administrator as one of the elements of his legal status. The rights and duties of the meetings administrator to ensure the organization of the activities of the South Dublin County Council are most fully reflected in the standing rules of the South Dublin County Council, the main provisions of which are analyzed and given in the article. Based on the study of the practice of the meetings administrator of the South Dublin County Council and other previous studies, the authors conclude that the institution of the meetings administrator of the local government fully justifies its establishment and designation, and also plays an important role in ensuring an effective operation local authorities of the Republic of Ireland.
