Annotation:

Currently, under the conditions of a dynamically changing external environment, targeted management of the region, realized through strategies and programs of integrated socio‑economic development, as well as industry programs, is becoming increasingly important. One of the tools to stimulate investment activity for the development of regional economy is using public‑private partnerships. The article discusses the sources of budgeting projects for the development of the economy of the Rostov region. Public‑private partnerships involve participation in financing and sharing the risks of both parties to the contract. To date, the range of instruments for financing public‑private partnership projects is quite wide. The leading place among all other schemes is project financing. As a result of the analysis, it was revealed that the key problem of implementing program‑oriented management in the region is the lack of a mechanism and system for the formation of the “desired future”. At the initial stage of project implementation, the main sources of financing are borrowed funds: bank loans; loans provided by non‑banking organizations; bonded loans; government loans; commercial loans; leasing, etc. Further, during the implementation of the project, as a rule, it is no longer required to raise funds, and the project can exist at the expense of internal sources. Innovative methods of budgeting regional development projects, such as subsidies, grants, state support and financing of innovative projects, the availability of tax and customs benefits, etc., will contribute to the creation of an effective innovation sphere. To create such environment it is necessary to increase the transparency of the business environment; systematically develop the institution of professional intermediaries; popularize intellectual property management practices by analogy with other types of property; adopt new standards and technical regulations that would contribute to the growth of investment attractiveness of regional development projects; ensure the development of new budgeting tools, etc.
