Annotation:

Improving the quality of life of Russian citizens, creating an environment comfortable for life of the population is one of the key tasks of the state stipulated in the new national projects. The solution of this strategic problem is possible through introduction of digital technologies in all areas of production, economic and social activities within the framework of socially significant national projects and programs. This will require a significant amount of capital investment in the medium and long‑term outlook. Given the limited budget funding, there is a need for private investment, the attraction of which is possible through the formation of public‑private partnerships (PPPs). Timely and effective implementation of socially significant digital projects within the framework of various PPP models depends on the combined effect of the system of various impacts. In this regard, in this article, based on the study and systematization of existing modern approaches to the analysis of effectiveness and success of implementation of the PPP investment projects while implementing the innovative and social projects, we developed an author's dynamic model and methodology for assessing the effectiveness of PPP functioning taking into account the specifics of implementation of digital projects, the testing of which was carried out on the example of generalized experience when implementing the PPP projects in the Sverdlovsk region. Based on the results of the study, directions were developed for further development of the public‑private partnership model in order to successfully implement digital projects in the region. The studies and the results obtained can be useful for representatives of government agencies in development of the concepts for development of the public‑private partnerships in the regions, as well as for the large integrated structures implementing digital projects in order to take into account, evaluate factors affecting efficiency, and implement development measures activities.
