ANTI-CORRUPTION IN THE INTERNAL AFFAIRS BODIES: A VARIETY OF TOOLS AND THE SEARCH FOR NEW SOLUTIONS

Annotation:

The object of the research is the social relations arising in the course of the state prevention, prevention and suppression of corruption. The research field is limited to a separate circle of the considered relations concerning internal activity of law‑enforcement bodies, that is directed to counteraction of corruption in own system. The subject of the study is the theory of the practice of administrative and legal regulation of combating corruption in the internal Affairs bodies, which is expressed in the totality of administrative and legal, social, psychological and other means of prevention and prevention of corruption in the internal Affairs bodies, as a complex set of organizational and legal conditions and a system of measures aimed at the implementation of confrontation with this destructive social phenomenon. The aim of the study is to analyze the existing measures and the question of finding additional tools to prevent corruption and the possibility of their use in the current system. Using General methods of scientific knowledge, methods of system analysis, comparative law and others, the authors identify legal and state‑social institutions (methods and means) used in the world (foreign) practice to counter corruption in the public administration sector, possible for inclusion in the national system of prevention and prevention of corruption. As a result of the study, a number of conclusions were made about the possibility or impossibility of supplementing the current system of combating corruption in the internal Affairs bodies with separate means used abroad. Conclusions about the need for a detailed study and implementation in a modified form of some legal institutions (methods and means).
