THE MAIN PROBLEMS OF MANAGEMENT ACTIVITIES OF THE LOCAL EXECUTIVE AUTHORITIES IN ARRANGING INTERACTION WITH POPULATION IN THE INTERNET (BASED ON THE MATERIALS OF VOLGOGRAD)

The article identifies the main problems of the management activities of the local executive authorities in arranging interaction with the population in the Internet (based on the materials of Volgograd), formulated on the basis of the results of a questionnaire survey of the population (n = 500) and a survey of experts (N = 50). According to the data obtained, the management activities of local executive authorities are assessed as insufficiently effective due to the lack of a developed and approved action plan, as well as deficiencies in the regulation of the very process of interaction between city authorities and citizens in the Internet space. The main problems are the insignificant use and narrow set of forms of electronic interaction, as well as the lack of awareness of city residents even about the available forms. According to the population and experts, this is due to the lack of due attention of local executive authorities to the components of the Internet space as a mechanism of civic participation. It will be possible to ensure the effectiveness of not only management activities in the field of interaction between local executive authorities and the population in the Internet space, but also to create the potential for increasing the effectiveness of municipal management in the course of developing a strategy aimed at organizing, legal regulation and phased planning of this direction of management policy. The authors propose the implementation of a phased organization of the following activities: 1) goal-setting, collection and analysis of information on the state of interaction between the city government and citizens in the Internet space; 2) adjusting the regulatory framework that ensures interaction in the electronic environment; 3) organization of electronic participation of city residents in the process of city management; 4) formation of a system of public control; 5) assessing management practices to determine the need to adjust the action plan.
