THE DEVELOPMENT OF THE EXPERT METHODS TOOLKIT FOR THE ANALYSIS OF INTRA-CLUSTER INNOVATION COOPERATION

Annotation:

The article summarizes the results of the analysis of domestic and foreign practice of using expert assessments to organize monitoring and analysis of cluster development, intra-cluster cooperation and other aspects of innovative development of socioeconomic systems. A brief description of the research carried out in this area is given. The category of infrastructure links is considered as the main point of development of the study as a key identifying feature that determines the cluster structure. In accordance with this, the paper substantiates the need to develop an expert survey that allows evaluating the dynamics of transaction costs as a characteristic of infrastructure links based on the respondents’ assessment of time spent on transactions. In this regard, it is proposed to form a questionnaire by scoring, which assumes that experts rank the criteria selected as parameters of the analyzed objects. The paper presents an algorithm for conducting research with a description of the conceptual and instrumental scheme for conducting expert surveys. A specific modification of this method in relation to the tasks of the research algorithm proposed by us should also be considered the organization of an expert survey annually, over a period of several years, in order to identify long-term trends in the development of cluster structures. The practical significance of the described methodological approach to the organization of cluster structures research lies in the possibility of its use in monitoring the development of the cluster environment, primarily by regional centers of cluster development, as well as by specialized executive authorities. At the same time, the obtained results of expert assessments can be used as a base for input variables in the construction of mathematical models describing the development of clusters.
