A SERVICE APPROACH TO DEVELOPMENT OF SERVICES FOR PEOPLE OVER THE WORKING AGE

Annotation:

In the last few years, the Russian Federation has seen an increase in the number of elderly people, which is caused by a decrease in the number of births and an increase in the life expectancy of older people. These prerequisites form the need for the formation of new mechanisms of social support for citizens older than working age, focused on individualization of consumption and growth of social activity, which, in turn, is an incentive to increase consumption and quality of life of this category of citizens. In this paper the author suggests using a service-oriented approach to the formation of an ecosystem of services for people older than working age. The article considers the concepts of servicology, formed the author’s idea of servicology, as well as its main attributes as a science — methodology and concept. As the main methodological tool, the service design is considered; its principles and possibilities of use in organizing the provision of services to persons older than working age are described. Services to persons older than working age are presented as an element of social service in the context of the four functions of servicology as a science (cognitive, cultural, educational and practical). The view of the ecosystem of services for people older than working age is introduced. The result of this research is a service-oriented concept of the ecosystem of services for people older than working age, focused on the interaction of support institutions for people older than working age. The formed concept allows allocating unique territorial trajectories of development of service ecosystems for this category of the population within separate municipalities, the integration of which at the intermunicipal and regional levels will significantly expand the conditions and forms of providing services to persons older than working age. Thus, the service-oriented approach to the formation of services for persons older than working age allows local authorities and management to really keep up with the issues of accessibility of social services in terms of quality, cost, place and time of provision.
