MANAGEMENT OF CONGRESS AND EXHIBITION ACTIVITIES AS A TOOL OF INNOVATIVE DEVELOPMENT IN HIGHER EDUCATION

Annotation:

The article examines the issues of management of the congress and exhibition activity in higher education. Economic concept of the congress and exhibition activity is defined as the tool and mechanism of promotion of research and innovation developments. Proposals are made for improvement of the mechanism of the congress and exhibition activity management in higher education. New socially valuable events are determined and the problems of higher education are detected, which require new approaches and methods of regulation in contemporary society. The main objectives of regulation of their congress and exhibition activity are set: introduction of criteria of the exhibition and congress events (ECE) selection into the exhibition and congress work plan of the regional government; introduction of procedures of planning, financing, arrangement and reporting of the exhibition and congress events; introduction of criteria of assessment of the agency effectiveness and participation in ECE. Universities have decisive role in the scientific and technical progress and economic development of the region. In the context of occurrence of new digital technologies, business models and public relations, the ecosystem approaches to development of professional communities demonstrate that the socio-economic functions of the university shall be modified. The university area of activity includes development and transfer of technologies, marketing of academic research products and their introduction at the market, establishment of new companies and support of startup campaign, as well as management of the intellectual property for getting profit. The problem of insolvency of the congress and exhibition activity regulation mechanism is identified. It is explained by reduction of prices for attracting new delegates, which is connected with reduction of the number and decrease of services quality, which in its turn results from reduction of the initiators budget; large number of small events instead of the large ones, which results in loss of potential saving; reduction of expenses for events, which allows the participants to reduce costs while saving a certain range of goods.
