Annotation:

The increase of international migration in recent years is an undeniable fact, as well as participation of the minors in it. Legalization of a foreign child’s stay in Russia is a significant circumstance for implementation of his basic social rights (to health and medical care, education, housing, social security). Practice shows that the minor external migrants have specific legal problems when receiving state services in the migration field, which causes the necessity of special attention of the Prosecutor’s Office of the Russian Federation to the problems of enforcement of the minors’ rights in this field. The modern legal regulation of migration processes in Russia has a number of features, including those caused by the global spread of the new coronavirus infection (COVID-19), which should be taken into account in prosecutorial activities to ensure the rights of minors in the migration field, as well as its legal regulation. Nowadays, there are active changes in migration legislation due to the provisions of the current Concept of state migration policy of the Russian Federation, which are aimed, in particular, at improving the legal and organizational mechanisms that ensure the voluntary relocation of persons who are able to successfully integrate into Russian society. The article identifies a number of basic legal problems that may arise for the minor external migrants when receiving public services in the migration field, as well as the peculiarities of the activities of the prosecutor’s office to ensure their rights, taking into account the specifics of the current regulatory framework of migration processes.
