Annotation:

The development of the transport and logistics infrastructure of the seaports of the Caspian region is a strategic priority for the formation of the transit potential of the southern direction of the International North — South Transport Corridor, which is confirmed by the development of regulatory documents at the federal level in 2020. However, the current state of the Caspian Sea ports’ infrastructure does not allow for competitive logistics services in line with international transit traffic requirements. One of the reasons for the problem lies in the absence of a system for managing logistics flows at the macro, meso and micro levels within the route of the North — South transport corridor. In the article, the participants of the transport and logistics market of the Trans-Caspian route of the International North — South Transport Corridor are considered as a single system based on logistics integration. For this system, a fundamental model of integrated management of transport and logistics systems of the seaports of the Caspian region at the macro, meso and micro levels has been built; the following management subjects are described: Single operator, information and analytical logistics centre of the port special economic zone established in the Astrakhan region, logistics coordinator of the seaport and their functions. The main functions of the integrated management of the transport and logistics systems of the seaports of the Caspian region are: planning, integration, coordination, information; their characteristics are given. A model for centralising the management of logistics flows in seaports (micro-level) is proposed, based on the establishment of a specialised management body — a structural unit of the Single Operator, whose main functions are logistics cross-organisational and cross-functional coordination and strategic development of the seaport.
